All about PR Application

都工作了,以为申请PR那是必然要做的一件事情。某天跟朋友聊天,结果好几个人都说不要申请,想要三五年后回家。他们说要是申请的话,等以后回家CPF只能取一半,多不划算!(那人个人观点而已。。。)另外一人说现在公司有CPF补贴,申了PR反而到手上的钱就少了,那干嘛要申?于是就迷惑了,我们,到底要不要申请PR?为什么要申请PR?申请了有什么好处和责任?CPF这个东东到底是怎么个算的?CPF在贷款啊人身保险方面有什么好?

网上乱艘了些文贴过来,for your reference。同时欢迎大家乱入讨论,彻底把这个问题搞清楚,不当糊涂虫^_^

成为PR的权利与义务

好处就是:1.有些公司是你要是pr才给你cpf,这是多余的钱
2 非常好找工作,这个是最大好处吧
3 如果要继续在新加坡读个master之类的也很便宜
4 就算要出国读书,2年后回来也是木有任何问题的。
5 看病,签手机,办理信用卡,办理各种政府业务等日常事务都方便
6 如果有打算换国籍,就更要早点成为pr,而且换了国籍就算单身也可以买hdb。

以上好处仅成立在你要长期留在新加坡的基础上。成为pr多了很多选择。

Obtaining Singapore permanent residence lets you enjoy many of the benefits and rights given to full citizens but it also comes with certain obligations that you should be aware of.

As a permanent resident of Singapore, you and your family are free to live, work and buy property in the country and be a part of Singapore society. As a Singapore PR, you are are eligible for a range of perks such the ability to travel in and out of the country freely and priority entry to Singapore’s public education system for your school-going children. In the workplace, your employer is required to make monthly contributions to a compulsory pension scheme, and you do not need to acquire fresh working visas when changing jobs.

While you are given many rights as a Singapore PR, the government also has rights upon you. One of them is military service, which is compulsory on your sons (if they are also PRs) once they reach 18.

Thousands apply for Singapore permanent residence
There are estimated to be about 350,000 permanent residents in Singapore from a population of 4.5 million people, and the numbers are increasing.

A Singapore permanent resident’s application takes approximately 3-6 months to process and is open to those under 50 who had been living and working in Singapore for at least six months and, in certain cases, foreigners who are not physically residing in the island-state. For more information on various PR schemes, see Singapore PR Schemes.

Preference is given to those who can contribute to Singapore’s society and economy in terms of work experience, qualifications, professional skills and income potential.

PR benefits and obligations
Those who succeed in their PR application can enjoy a range of benefits that comes with the PR status. The main advantage is the right to stay in Singapore without visa restrictions. Once you obtain your Blue Card, which is the identity document given to you once you receive your permanent residence status, you have the right to live in Singapore and you can leave and enter the country as you wish.

As a Singapore PR, your spouse and unmarried children under 21 are also eligible for similar status while your foreign parents are able to receive long-stay visas. If your children are school-aged, they are high on the priority list, behind citizens, to enter public schools of your own choosing. Non PRs are at the bottom of the list and are often left with no choice when it comes to schools.

Permanent residence in Singapore also enables you to change jobs without having to worry about re-applying for a work permit. Employment pass holders must cancel their working visas if they want to change employers, which involves adherent risks such as having your fresh employment pass application rejected or delayed, forcing you to leave Singapore. Permanent residence removes those risks and hassles.

Singapore permanent residents who have jobs are also obliged to join the Central Provident Fund (CPF) scheme, in which your employer and you contribute a minimum amount each month to your pension fund. According to KPMG, the CPF which is only compulsory for citizens and PRs of Singapore, helps you out financially when it comes to health care, home-ownership, family protection and growing your assets. By deducting your contribution from your salary, you are able to enjoy a form of tax relief.

There are other financial benefits from being a Singapore PR in that you more easily borrow various loans such as a housing loan if you want to buy a property.

Permanent residence also opens the door to full Singapore citizenship, should you wish one day to take on Singapore nationality. It may take two or more years, but it is the only path to obtaining a Singapore passport apart from being born to a Singapore citizen.

One aspect of Singapore permanent residence that concerns many foreigners who have young sons is national service. Under the Enlistment Act, all male Singapore citizens and permanent residents are liable to register for national service upon reaching 16 and a half years of age. They must serve two years when they are 18. This is followed by 40 days of Operationally Ready National Service every year until they are 50, for officers, and 40, for other ranks. On average, 500 young men who obtain permanent residence through their parents enter compulsory national service each year.

When buying property, permanent residents are only allowed to buy second-hand units of government HDB flats while only citizens can purchase new ones.

Nevertheless, the advantages of having permanent residence has convinced thousands of foreigners to apply every year. With Singapore encouraging the arrival of professionals and those who can contribute to the country’s welfare, the PR population will continue its steady rise and more foreigners will be able to make the most of the extra benefits and new-found rights they receive as Singapore permanent residents.

2 sets of completed Form 4A (one original and one photocopy) (记住是2份哦,一份原件一份复印件)
•Download the Accompanying Notes to Form 4A. This will list the supporting documents that will have to be submitted together with your application. (要交的所有文件的说明都在这里了,需要你自己填的,需要公司HR填的,需要从家里拿的出生证明,还有其他等等文件,自己都要核对好,保证万无一失。)(同样,记住是2份哦,一份原件一份复印件)

please note that the submission of PR application is by appointment only.

也就是说,在你提交所有东西之前,你要先用E-Appointment网上订一个时间。流程操作简单易懂,无须赘述。

Fees
You can make payment for the following fees via NETS or Cashcard:
Entry permit : S$100
Re-Entry Permit : S$10 per year
Visa Fee : $30 per issue (for foreigners requiring a visa)

National Service Liability
Main applicants who are granted PR status under the Professionals/Technical Personnel and Skilled Workers (PTS) Scheme or the Investor Scheme are exempted from NS. Male children who are granted PR status under their parents' sponsorship are liable for NS under the Enlistment Act. They are required to register for NS upon reaching 16½ years old and will be scheduled for enlistment at the earliest opportunity upon reaching 18 years old. If they are pursuing full-time studies, deferment from full-time NS may be granted only if they meet the deferment conditions stipulated by the Ministry of Defence which can be found at www.ns.sg. All NS-liable males aged 13 years old and above, are required to obtain an Exit Permit (EP) when travelling overseas for 3 months or more.
(有关服兵役的,红色部分是不需要服兵役的,其他需要。也就是说,工作及投资人士无需服兵役。)

Q:刚上去,发现申请PR要提前预约,最早的时候是3月中。
我想2月末的时候就申请,有没有可能刷到预约的位子阿?

A:  你可以去现场问问,我朋友上次就是去换pass还是咋的,网上预约了,不过是好久之后,然后某天刚好去ICA办事,顺道就问了人家一下,明天有slot么?一看说有很多啊,然后第二天就去办了。在那些自动排号机啊啥的地方都有helper的,就是问他们.

恩 恩,能找到官方详情链接什么的么?我进官网看到CPF computation什么的看到自己晕掉都不知道它在讲什么。。。T_T

We have 3 accounts. ordinary account, special account, medical account....Can get all the money out?

退PR可以全部拿出CPF  如果退了想再成PR 要把之前拿走的CPF补齐。。。

谁能告诉我,GRADUATED EMPLOYER 和FULL EMPLOYER 都是什么?怎么EMPLOYER还有这么个区别?

graduated rates 就是第一年 自己只给5% CPF, 2nd year 15%, from 3rd year onwards 20%

full rates means from 1s year, you will contribute 20% of your salaries to CPF.

在5%的情况下,是不是就是说公司有权选择出9%或21%?是这么理解么?感觉出入好大阿。。。

yes the company can choose whether they want to offer employees full or graduated rates.
btw, 9% or 21% is the total contribution (employer's share + employee's share).

政府给的多,一般来说可以向公司申请看公司愿不愿意多交的。。
